Ka-Do tells Jor-El that the Science Council is going to have to decide whether or not to charge him with treason.[1]
Treason is a crime that involves actions taken against one's government. As an example, if an American was to murder the President of the United States, that would be treason. Someone who commits treason is referred to as a traitor. Ka-Do of the Kryptonian Science Council considered Jor-El a traitor for his idea to begin construction of Space Arks, because on Krypton space travel is illegal.
