The woman known only as the Chief was the chief of the National Bureau of Investigation.
In that role, she was the person who gave Plastic Man, Hula-Hula and Penny O'Brian assignments. Plastic-Man has a crush on her, but she ignores it, likely as professional relationships should not be conflated with personal. Eventually Plastic-Man realizes this and marries Penny, who returns his affection.
Despite her competence, her security could be breached. One time Plastic-Man was attempting to recover a water altering machine that had been stolen from the Chinese government. Plastic Man then got a brief where he was ordered to proceed to Italy. In actuality, the "Chief" was made of India rubber and pulled like a marionette by the Clam and his goons, leaving them free to attack their actual intended target of the United States.
Eventually she was succeeded by Chief Branner.
