Shockwave was in reality Arnold Pruett, a supervillain who was an enemy of Blue Devil.

Earth-One[]
Very little is known about the history of Shockwave, other than the fact that his real name was Arnold Pruett and he was an enemy of the superhero known as the Blue Devil.
He was also for a time a member of Intergang, and he was hired along with Chiller when Bruno Mannheim wanted to track down Cat Grant, who was a key witness and was offering testimony at Morgan Edge's trial.[1]
