A sedative was a drug that was used to reduce irritability without putting the person to sleep.
Although they didn't induce sleep, they were helpful to a person who desired to sleep.

While the Joker was on an ambulance, a Mercy General EMT prepared a sedative for the Joker, but he managed to escape before the EMT was able to administer it.[2]
