Scoops was a mechanic that was skilled in fixing a variety of electronic machines.

Although he was mostly legit, he was also an occasional henchman of Slade Wilson, which brought him the unwanted attention of the Batman.

History[]

New Earth[]

Scoops' job was to keep his ears open for any protentional mercenary work for Slade Wilson, also known as Deathstroke; and if Deathstroke thought the job was a good one, he would take it.

After Deathstroke refused to work as an assassin for a gangster named Emile Jarrett, this angers his lackeys, and they attempt to kill Deathstroke. Deathstroke easily disarms them and takes them out, punching them and eventually causing most of them to fall to the ground unconcsious.

The few criminals left still standing without bloody or broken noses were told that he keeps his word, and that they should deliver that message to Jarrett. Meanwhile, Scoops was nearby in a boat, saying that he thought he heard some commotion, but Deathstroke simply jumps into the boat and tells him not to worry because he's fine. He then tells him to take him home.

Scoops worried that Deathstroke would be angry with him since it was a job that he didn't want to take, but Slade told him he did a great job, and that he wasn't angry, he just wasn't willing to take the job since he was picky about that sort of thing.

Sometime later, Slade and Scoops are staying in a hotel, and Scoops ordered room service to bring him some bacon and eggs. He can tell that Slade is still not happy and he even asks him, and Slade tells him "why should I be?" and goes on to say that the criminals questioned his bond. Scoops told him not to let it get to him, telling him he shouldn't get personally involved. This proved to rub Slade the wrong way, and he told him to collect his last paycheck, because he didn't need a partner or advice. He then told him. "You're fired."

Later, Scoops calls Major W.R. Wintergreen to tell him about how he was fired, and he was scared at first, but he knew that he needed him. Batman located Scoops and caught his conversation on the telephone with Wintergreen. He interrogated him to see if he knew anything about the kidnapping of Jeremy Barker, whom Jarrett wanted dead. Scoops tells Batman he's legit now, but he decides to help him.
