A safety belt was a device used to secure a person in a vehicle.
This was necessary in case the vehicle was to crash, which could've potentially catapulted the person from their seat, which could cause serious injury.

When Kal-El was placed into the cockpit of the Kryptonian Rocket, he was fastened in with a safety belt.[2]
In either Sally or Jack's dream, they were riding in the Three Little Pigs' car, but two of the pigs didn't have their seat belt on, and when the car crashes, they are thrown from the vehicle.[3]
