Rom-Nex was an interplanetary criminal warlord during the 20th century.
He was an enemy of Val-Kar, a member of his own race from his home planet.

Rom-Nex was a criminal warlord from Val-Kar's homeworld who was banished from his own planet. He assembled a vast invasion fleet which he planned to use to take over Earth, but he is stopped by the Justice League of America after Val-Kar betrays him by informing them of his plans. He was captured and taken to prison.[1]
