The President of Earth was the commander-in-chief of the world government that presided over the Earth.
The President of Earth was a member of the United Planets Inner Council, which was generally made up of the five different presidents of the five planets.
Out of those five politicians, one served as the leader, which was the President of the United Planets. This was a position that could be filled by the President of Earth or any other president on the council.
