Peter Pauling was a police officer that secretly worked for Rupert Thorne as an agent of his "criminal empire."
History
Earth-1A
When Mayor Hamilton Hill fired James Gordon from the police force, he appointed Pauling as the new Police Commissioner.
During his tenure as the commissioner, he declared Batman an outlaw, making him wanted by the GCPD.
During this time however, Thorne was the victim of an evil plot by Hugo Strange, who drove Thorne mad, to the point where he thought that Pauling was conspiring with Hamilton Hill to have him killed.
He immediately took action and killed him.[1]
