Penny O'Brian was the wife of Plastic Man and the mother of Baby Plas.
She served was an agent of the National Bureau of Investigation.

Earth 1956[]
Penny was from the American South, probably the Ozarks. which was at least where her family was from, as she had cousins that occasionally competed in the Ozark Family of the Year Contest. It was there that they often competed with the Macabre family, which Penny described as the "meanest, toughest, cheatinest family in the Ozarks."[1]
At some point, Penny joined the National Bureau of Investigation as a crimefighting agent alongside fellow agents Plastic Man and Hula-Hula. While there, she began to fall in love with Plastic Man, although at first, he was seemingly oblivious to this; either that or he didn't notice her attractiveness at first. This might have been because he was too busy trying to get his boss's attention. This was a woman called "the Chief."
Pursuing her was a hopeless endeavor however, since the Chief was clearly not interested in Plastic Man at all. He did eventually fall in love with Penny as well, and they were even married. Not long after, she became pregnant and they both had a son named Baby Plas.[2]

- Her last name was never actually given in the series, it is just speculation that she took Plastic Man's last name, which was O'Brian.
