Mrs. Walters is the wife of Joseph Walters.
Her and her husband were planning on adopting a little boy, so they go to the Smallville Orphanage, and baby Clark[1] is the one that they consider adopting. But Mrs. Walters made it quite clear that she was only interested in a "sweet boy. No roughness, mind you." After seeing how terrible of a child he was they decided not to adopt him.
