
Looting was a crime that usually involved stealing, possibly even robbery during a time when law enforcement officers such as police would be busy doing other things, such as protecting citizens during a natural disaster or a military conflict or invasion.
Looting was especially common during the aftermath of tornadoes, hurricanes, earthquakes and other such events. The typical victims of a looter were business owners or managers, and their workers; as generally stores or small businesses were most likely to get looted the most.

On July 13, 1944; the Daily Planet printed a newspaper that reported an incident in which a bank was looted in Metropolis by a Mechanical Monster.[2]
