Little Vathlo was a neighborhood or suburb of Kryptonopolis that was primarily populated by immigrants from Vathlo Island.
Fort Rozz Plaza wasn't too far away from it.[2]

According to Superman's Black Mercy-induced dream, Kal-El had planned on taking a road through Little Vathlo and Fort Rozz Plaza that would take him to Atomic Town. Unfortunately for him, he was unable to get his floater through, because traffic was blocked off by a Torch-Procession of the Sword of Rao.[3]
