Kryptonian law was dictated by the Kryptonian Science Council. There were many laws on Krypton, most notably was the law forbidding the construction of space ships and space travel itself. Jor-El violated this law and was removed from the council.
History of the law[]
Twenty years before Krypton's destruction, Jax-Ur,[2] and the rest of his rogue scientists build space arks in an attempt to exile the council into space.[3] Because of his treasonous actions, he was sent to the Phantom Zone,[4] and within fifteen years, space travel, and the invention of space traveling vehicles were outlawed on Krypton.
The New Science Council[]
Five years after the law forbidding the construction of spacecraft was established, Jor-El, Mia and Lo-Di, who had learned that Krypton was going to explode earlier, presented their findings to the Council, and Jor-El suggested that they build space arks in order to evacuate the population of Krypton to Earth. This outrages many other councilmembers, who consider him treasonous for even speaking such a thing.
Weeks later, the council uses their authority to have him removed as Astro-Scientist of Krypton. But just as this occurs, the final tremors begin to shake the planet, causing it to explode, but not before Jor-El saves his son in the rocket ship that he built, in direct opposition to Kryptonian law, a law which Jor-El found obsolete.[5]

- ↑ This is conjecture, according to the Earth-One continuity he was sent to the Phantom Zone, and he was the first Kryptonian to receive such a sentence.
