According to Superman's Black Mercy-induced dream, this Doctor was a man that lived on Krypton.
He was part of the medical staff at the Kryptonopolis Hospital.[1]

When Kara Zor-El was assaulted by Anti-Phantom Zone Campaigners with Slash-Sticks, this doctor informed Kal-El that it was a politically motivated crime, because she was a member of the House of El, who the Anti-Phantom Zone Campaigners targeted because of their hatred toward Jor-El for imprisoning Phantom Zoners in the Phantom Zone for an eternity. Kal-El realized that he had to lay low, and decided it was best to head to Atomic Town.[2]
