A Hollywood wind machine was a type of machine used in the filmmaking business.
They were used to simulate wind for certain scenes of a motion picture.
This was accomplished through the use of a large fan, that spun around, blasting wind in the direction that the film director desired.

Circa 1976, Superman flew to Galactic Productions to borrow a Hollywood wind machine from the sound stage.
He used it at a coral reef near a Coastal City, that was being eaten away by thousands of starfish. He turned the Hollywood wind machine on, and blew all of the starfish into the sea, without harming them.[2]
