A harbormaster is a person who is responsible for enforcing policies associated with travel through and in harbors or seaports.
King Plasto disguised himself as the captain of a tug and he told the captain of the S.S. Sea Dragon that the harbormaster made a last minute pier change for security reasons.[2]
