Giant Turtle Man was a giant menace that Superman faced at one time.
He was in reality Jimmy Olsen, Superman's pal, who mutated into this giant turtle form.
He most certainly would have caused much destruction, if not for Superman using Brainiac's Proton Shrinker to return him to his normal size and appearance.
