Agent Lorna Gaines was an FBI agent during the 20th century.
She was also secretly working as an assassin for the Gotham mobster known as Emile Jarrett.

Agent Gaines was assigned to create chaos in the Gotham City mob by posing as an assassin for hire working for mafia don Emile Jarrett and eliminating his rivals while covering up her involvement as part of the police investigation.
When Deathstroke got involved in the affair for his own purposes, Gaines was ordered to kill him in retaliation for his interference in American affairs in Qurac. During a firefight between the mob, Deathstroke, and Batman, Gaines was unmasked and killed by the new Vigilante before she could kill Deathstroke.
