Gotham City Hall was the headquarters for the local government of Gotham City.
It served as the office of the Gotham City Council.
While serving as the council's president, Gotham City Hall also served as the meeting place for Rupert Thorne and his other criminal associates. He even made use of the basement for the purposes of things such as torture and blackmail.
