
Earth-5556 was a universe located in or beyond the multiverse.
Not much is known about the history of this universe, aside from what was revealed by the fourth incarnation of The Doctor about the origins of the Time Lords.
History[]
According to the fourth incarnation of the Doctor the story of how the people of Gallifrey came to be "Lords of Time," or rather, the Time Lords, goes something like this...
The story begins somewhere in outer space, in orbit of a star called Qqaba. It was there that a space fleet of starbreaker ships from Gallifrey were ready to oversee the collapse of the star into a black hole, an event they called "stardeath."
On board the starship Aeon, the flagship of the fleet; Lord Griffen and Lady Jodelex are discussing what is soon to transpire. Griffen has positive thoughts about their mission, but Jodelex was somewhat skeptic, telling Griffen that the ability to travel through time presents many dangers as well, and that even their leader, the great Rassilon is not God, and even he may make mistakes.
Just then, not far away on the same spaceship, a man materializes on the ship. He is Fenris, the Hell-Bringer, a time traveller from 30,000 years in the future. His mission: to change history, to see to it that the people of Gallifrey never become Lords of Time. He begins, by sabotaging the spaceship's protective Stasis Haloes, which had some sort of gravitational shielding.
This caused Lord Omega's spaceship to break-up due to the strong gravitational force of the black hole. Slowly, the whole space fleet begin to get pulled into the black hole. Fenris is pleased, as he watches the view screen he laughs, realizing he has succeeded. But just then, he notices that the Stasis Haloes were coming back online. By some stroke of luck, the entire space fleet is rescued...but how? -- And in answer, he receives a telepathic transmission. The voice in his head communicates with him by telling him that he repaired the Stasis Haloes with his mind. He then asks who the voice in his head is, to which he hears the answer: "I am Rassilon!" He goes on to tell him that despite the fact that his powers were able to save the space fleet, even his powers were incapable of saving Lord Omega. And because of that, he renders his punishment.
At that, Rassilon blasts a bolt of lightning from his fingertip; an ability he calls "Electro-Direction," which then strikes the villain's belt, causing it to fall to the floor. This was his Directional Control Device, which allowed him to navigate the timestream, and so he could end up anywhere in time if he made a time jump without it.
Still, he had no choice, he had to flee, as he was defeated, and besides, they were too near the black hole, he couldn't delay any longer. He immediately activated his Time Jumper, and he is instantly hurled through the time stream, this was considered an act of madness...because with the gravitational effects from the black hole combined with his inability to accurately navigate time, he finds himself pulled through time from one end of eternity to the next.
Elsewhere on the flagship, Griffen hugs Jodelex, celebrating the fact that they can now be Lords of Time. But Jodelex -- ever the pessimist, tells him that just because they can travel through time, doesn't mean they can properly navigate it without proper directional controls. He tells her that he's certain that Rassilon will think of something.
Meanwhile, back in the section of the flagship that Rassilon confronted Fenris at, Rassilon notices the directional control device from Fenris' belt that was left behind when he made the time jump, he picks it up, and now...thanks to Fenris having accidentally created a predestination paradox, the people of Gallifrey can now navigate time accurately...and thus, the Time Lords are born![2]
