A decoder was a person that specialized in reading and understanding radio or written messages, such as morse code or some other form of non-traditional communication.

When Colonel Wilcox was attempting to read the Secret Signal Code of the Justice League, he told Green Arrow that his best decoders were unable to make any sense of it, they only were certain that it wasn't morse code.[2]
