Council

Manhunter, a former foot soldier of the Council.[1]

The Council was a mysterious criminal organization that employed the technology of cloning to create foot soldiers. They created several clones of the deceased superhero known as Manhunter. This proves to be their undoing, when one clone turns against them. This clone teams up with Batman to take down the Council, but he is killed in the process.[2]
