This Coastal City was a settlement in the United States of America.
It was located somewhere on the Southeast Coast of the Eastern Seaboard, near a large coral reef.

Circa 1976, this city, as well as many other coastal cities; was endangered of getting flooded, due to the fact that a bunch of starfish migrated to the coral reef, and began eating it away. This was due to a red tide caused by the Water Men's mining of silicon from the ocean. (Although that was not yet known at the time)
Superman used a Hollywood wind machine to safely blow the starfish back into the sea without causing them to be injured in the process.[2]
