A city controller was an official or manager in charge of day-to-day operations of a city.
Some city controllers were stationed at control towers, which contained computers used for monitoring activities in the city.

The City of Asgard was operated by a city controller named Baldr, who sat in his control tower overlooking the city, and from that seat, he was able to control the city by computer. He could even teleport people from outside the city's dome-like force field, and then reassemble them inside the city.
In 1985, when the Space Sentinels were on Asgard, they met the city controller named Baldr, who told them that he was responsible for sending Loki to prison.[2]
