It was a promo for the USA Action Extreme Team, which was a programming block that featured both The Superman/Batman Adventures and the WildC.A.T.s animated series.

In fact, the WildC.A.T.s even appeared in this short alongside many other characters from the program, such as Savage Dragon and the heroes of Street Fighter.
